The move to close 2500 Post offices in an attempt to reduce losses of £4m have according to the paper has aroused the anger of at laest seven cabinet ministers.
The Daily Telegraph can disclose that seven Cabinet members oppose the plans in their constituencies.
Some have organised petitions to spare their post offices from closure.
The group includes some of Mr Brown's most senior colleagues - Jack Straw, the Justice Secretary; Jacqui Smith, the Home Secretary; and Geoff Hoon, the Chief Whip
Other alleged to have taken part are named as Andy Burnham,Tessa Jowell,John Denham and Paul Murphy
The paper picks on Justice Secretary Jack Straw who
"attended a demonstration held by residents outside his local post office in Preston New Road, Blackburn, last Friday.
He said at the time: "I do not understand the case for this post office to be closed ... This is my local post office in the town and my staff use it when they are at the office."
