The Tories will be announcing plans for a new version of national service for the 21st century today.
In a speech later this morning,David Cameron will announce proposals to divert cash from what he calls Labour's "failing" community cohesion schemes to pay for youngsters to take part in a civilian "national service".
He will call the offer of two-month summer social action activities such as looking after the elderly as a cure for the "national scandal of all this wasted promise".
Speaking on GMTV earlier today,the Tory leader said that the service would bring people in the country together, and would “be there for every 16-year old.”
