Sky has copy of leaked Welfare document

due to be published on Monday - aims to target those groups who "have been left to drift into long-term inactivity and become detached from the labour market".

The consultation document proposes replacing the "one size fits all" welfare state - and instead target welfare to "ensure no one gets left behind".


The letter from James Purnell to Alsitair Darling accompnying the report says that there will be more specialised support for those wanting to return to work but in return there will be an expectation that those people will make a fair contribution in exchange for that support.

The paper also reveals that there will be stringent for those who refuse offers of work and that after someone has been claiming for more than 12 months,they will be transfered to the private or volunteery sector who wil get paid by result
